Flood Overview
PURE Programs provides Excess & Surplus (E&S) flood insurance for families with homes in high-risk areas or those with unique coverage needs.
We offer broader, more customizable coverage than what is typically offered by the National Flood Insurance Program (NFIP), including coverage for basements, along with a more seamless claims experience.
Homes requiring up to $5 million in primary flood coverage, that do not qualify for coverage with an admitted insurer, are eligible. Excess flood coverage is also available for homes requiring higher limits.
Together with PURE's primary flood endorsement, we aim to provide every member and customer with a flood coverage solution.

A Seamless Claims Experience
Experienced in-house adjusters handle claims fast, efficiently and empathetically. And, if a storm causes both wind and water damage to a customer's home, one PURE Programs adjuster will handle the entire claim, providing a more seamless experience.
Smart Billing
Customers are automatically enrolled into a quarterly installment plan at no charge.
Immediate Policy Delivery
Policy documents are available electronically once the policy is bound.

Flooding is no longer confined to areas historically known for flood risk. Areas once considered low-risk are now experiencing devastating flooding due to shifting weather patterns, rising sea levels and changing infrastructures and terrain. In fact, FEMA reports that about 40% of NFIP flood claims come from outside of “high-risk flood zones.”
Highlights of PURE Programs coverage include:
- Property Coverage
- We provide up to $5M of primary flood coverage for a customer’s home, as well as other buildings on their property like a detached garage or pool house, as well as their belongings.
- Coverage for Basements
- Customers can purchase limits up to the total value of their flood policy for damage to basement improvements, like mechanical equipment, water heaters, furnaces, finished flooring, cabinets and fixtures, as well as damage to the contents within it like furniture, electronics and personal keepsakes.
- A Single Deductible for Wind & Flood Damage
- If a customer has both their homeowners and flood coverage with PURE or PURE Programs and a storm causes both wind and flood damage to their home, we will waive their flood deductible so only one deductible on their homeowners policy applies.
- Additional Living Expenses
- Customers can purchase coverage for the cost of temporary living accommodations if their home is unlivable due to flood damage.
- Coverage for Landscaping and Hardscaping
- Limits up to the total insured value of a customer’s flood policy are available for damage to landscaping as well as hardscaping, like patios, pools, saunas and hot tubs.
- Rebuilding to Code
- Customers can purchase coverage up to the total value of their flood policy to cover the cost of meeting current building codes when rebuilding or repairing covered flood damage.
- Preventative Steps to Reduce Flood Damage
- Limits up to the total insured value of a customer’s flood policy are available to cover the cost of purchasing sandbags, installing a sump pump, moving personal property out of harm’s way or other steps to reduce damage when a flood is expected.

Alabama, Arkansas, California, Colorado, Connecticut, Florida, Georgia, Illinois, Louisiana, Massachusetts, Missouri, Mississippi, New Jersey, North Carolina and Kentucky.
Excess flood coverage that protects up to the full value of a home
While our primary flood coverage provides up to $5M of coverage to protect a customer's home and belongings, they can also choose to purchase excess flood coverage for added protection if the home requires higher limits. This can be especially important if they live in an area that is at a high risk for flooding or if the value of their home and belongings is not fully covered by their primary policy.
